JJ Murphy found that his honored participation in the Gettysburg Leadership Institute furthered his regional collaborative efforts for the benefit of Hobbs, New Mexico.
JJ Murphy was selected to be on ICMA’s Leadership Task Force in 2014, one of only 33 City managers across the world to be so honored. From this appointment, JJ Murphy was able to help produce a white paper on leadership challenges facing government managers over the next ten years for ICMA members, and collaborated with the top minds in city management.
Congratulations to this month’s recipient of the City of Hobbs Warrior Award, Michael Nelson! Mr. Nelson is a Driver Engineer at the Hobbs Fire Department and has been the driving force behind their Toys for Tots program from start to finish for the last 8 years, this year being no different. The Toys for Tots program is instrumental in providing Christmas gifts to children of all ages who otherwise may not have received anything during the holidays. Michael puts many hours into the program, coordinating the toy drive, taking in donations, purchasing toys, contacting the families, and finally making sure the gifts make it to the children.
This year, through the coordination of Mr. Nelson, receiving the toys began on November 20th and was completed on December 18th. At first, the drive did not produce the amount of toys expected, but through Michael’s hard work and determination, the end result was a huge success. Not only did the approximately 130 children receive gifts (each child received 2-3 gifts), but hundreds of toys were delivered to a local soup kitchen so it could provide gifts to children as well. Through the efforts and coordination of Michael Nelson, the Toys for Tots program was once again successful, bringing smiles to hundreds of children’s and parents’ faces! Thank you, Michael Nelson!

City of Hobbs Reveals Name & Logo for New State-of-the-Art Recreation Facility: Said Hobbs City Manager J.J. Murphy
The City of Hobbs, New Mexico revealed today the name and logo for its new state-of-the-art recreation facility. The facility will be called The CORE, or The Center of Recreational Excellence. “The Center of Recreational Excellence” speaks to the aspirational quality of health and wellness borne of the facility, along with the energy, excellence, and collaboration it took to bring the CORE to life. The facility was designed to function as the core hub of activity and central gathering place for Lea County residents. As such, the name—a true reflection of the spirit of the CORE and the people it serves—couldn’t be more fitting,” said Hobbs City Manager J.J. Murphy.
At 9 a.m., on Tuesday, August 23rd, 2016, an art dedication ceremony of the sculpture “Who Rescued Who?” was held in front of the Hobbs Animal Adoption Center (HAAC). The sculpture depicts an intimate moment between a long-legged dog with its long-legged master, sculpted by Lorri Acott, who will be in attendance at the ceremony.
The Hobbs City Commission approved the purchase of the artwork during the City Commission meeting on November 2nd, 2015. The artwork had been found and chosen by the Public Art Committee, of which members, Daniel Russell and Mary Lyle, presented the piece to the Commission and described the impact it could have on the HAAC and community. The City of Hobbs is happy to continue contributing to the possession and nourishment of art in the community, believing that it is another progression of quality of life.
According to her biography, “Lorri Acott sculpts long-legged figures and animals that reflect intimate moments in our lives: a feeling, an interaction, a realization. Simplified and without the details of faces or clothing, they rely on our innate understanding of the human gesture to inform us.” Ms. Acott?s impressionistic figurative sculptures dot the map in numerous locations throughout the U.S. and abroad in private and public collections, making them a favorite for collectors and critics alike. Ms. Acott is also the co-founder of DreamBigSculpture.com, a company which specializes in the creation of large scale artwork for both corporate and public collections worldwide. This company is currently focused on creating new monumental-sized sculptures for public placement.
City Manager, J.J. Murphy, stated, “We appreciate the research and effort spent in locating and obtaining this fine monumental piece of art. It will welcome future pet owners as they arrive at Hobbs Animal Adoption Center to take their new pet to their forever homes. We are grateful to Lorri Acott and the Hobbs Public Art Committee for their dedication to improving culture in this community.”
It has been two years since I was fortunate enough to be hired as your City Manager. This community has fully embraced my family and I. The transition could not have gone better because of the people of Hobbs who took me in and made me feel part of our community’s growing family.
As I reflect, I came in at a time while our economy was steadily increasing and our fiscally conservative commission was committed to grow responsibly. The people who live, work and play in Hobbs are fortunate to be represented by civic leaders who are active, ask a lot of questions and push the staff to develop new ideas to make Hobbs better every day. I have lived all over the country and I have never served for or lived in a community with a more diverse, passionate commission.
The city staff I work with every day is dedicated to improving our community.
I will continue to work with the staff and the Commission to focus on our main priorities of adding more housing, increasing public safety, investing in infrastructure improvements and improving the quality of life amenities.
I feel blessed that my family feels welcomed here as well. We are proud to call Hobbs home. I am inspired daily to make a positive difference and I look forward to our bright future.

I am J.J. Murphy, City Manager of Hobbs, New Mexico. I have been fortunate to experience quite a bit during the course of my lifetime. I’m using this blog to share a bit of my past, talk about what is currently going on, and what the future may bring.
Getting to today wasn’t an easy task. I have encountered many challenges, successes, and yes I admit, even failures in the city management field . . . all of which provided learning opportunities. I hope to share some of my lessons learned so others can have an understanding of my decisions and vision for the future.
I started my education attending King’s College in Wilkes-Barre, Pennsylvania, which was founded in 1946. At King’s College, I majored in Political Science and graduated in 1993. King’s College has been recognized as one of the best colleges in the United States for 17 straight years. After graduating King’s College, I worked for about two years in state government while taking some part-time classes at Penn State pursuing my Master’s degree.
In 1995, I move back to Northeast Pennsylvania to enroll in the Air Force ROTC program at Wilkes University. At the same time, I attended Marywood University in Scranton, Pennsylvania to pursue my Master’s in Public Administration. My educational experiences have served me well, and I credit my mother for instilling the importance of continuing education in me.
In 1997, I was commissioned as a 2nd Lieutenant in the United States Air Force. I served in various positions on active-duty for the next five years. In September of 2002 I transitioned to the United States Air Force Reserves, where I am fortunate to still serve today. As a member of the Air Force reserves I have enrolled in almost every leadership training course available to me and continue to pursue professional development opportunities.
The awards I have been honored to receive include; the Meritorious Service Medal, Joint Service Commendation Medal, Air Force Commendation Medal, Joint Service Achievement Medal, Air Force Achievement Medal, National Defense Service Medal, Armed Forces Expeditionary Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Medal and the Military Outstanding Volunteer Service Medal and a few others.
Before I started working as the City Manager for Hobbs, I was the City Administrator of Wilkes-Barre, Pennsylvania. During my time as the City Administrator for Wilkes-Barre, over $150M successful complex economic development projects were completed, the city successfully recovered from a financial deficit, and a better quality of life was established for the community.
As JJ Murphy, city manager of Hobbs, NM I am dedicated to providing the city with integrity, and I am optimistic that my experiences, both educational and professional, will be beneficial to the entire community.

As the city manager of Hobbs, New Mexico, I understand the importance of the community providing safety to our most vulnerable women and children. In fact, keeping all of the city of Hobbs safe is my primary goal. But keeping women and children safe is not just the job of our police department. This week I attended a special celebration honoring those organizations that protect those children whose parents for one reason or the other cannot take care of them.
I am pleased to announce that Option, Inc. has received a $30,000 grant from the Daniels Fund. The Daniels Fund was established by Bill Daniels to provide grants and scholarships in New Mexico, Colorado, Utah and Wyoming.
I am thrilled to know about this grant since it will allow the continuation of services and support for any victims of violence in Hobbs, NM.
The executive director of Options, Inc. named Dionora Carrejo Guthrie said that “The grant will enable our program to continue providing necessary services to women, men and children living in the fear and consumption that is domestic violence.” As the city manager of Hobbs NM, I could not be happier to know that victims of violence are receiving the help they so rightfully deserve.
With the funds, Option Inc. will continue to provide its services, including emergency shelters, a safe house for sexually abused children, and counseling for victims.
Robert Guthrie, the operation manager of Options, Inc. is pleased to announce that the additional funds will allow the company the ability to provide more services in the community. Option, Inc. is a nonprofit organization which aims to prevent future domestic violence between adults and to reduce the incidence of battery and assault. There are many benefits to this additional funding. Robert Guthrie plans on using the funds to help them expand the organization’s shelter, hotline, offender’s classes and transitional program. Knowing that Options, Inc. received this generous donation for their nonprofit organization is a truly incredible gesture.
The overall safety of Hobbs, New Mexico means the world to me. My time in the Air Force serving overseas afforded me the opportunity to volunteer at an orphanage once or twice a week. Spending time with these children helped heal my own wounds of being away from my own children. The time I spent in Djibouti, Africa was very transformational for me as a leader. I vowed to do whatever I could in my future positions to insure that more kids felt loved and safe in the communities I served.
